NAS Committee on Federal Research Regulations & Reporting Requirements, Harriett Rabb, The Rockefeller University 

Concerned that research institutions, faculty, and staff are committing unprecedented time and resources complying with federal regulations and policy, Congress requested that the National Academies of Sciences, Engineering, and Medicine undertake a study of regulations governing research institutions.  The study was conducted in two parts with the final report, Optimizing the Nation's Investment in Academic Research:  A New Regulatory Framework for the 21st Century, issued in June 2016.
